III Peace Conference. Presentation

For 2004-2005 Elkarri has decided to prepare a new "Peace Conference for the Basque Country". After the first Peace Conference in 1995 and the second in 2001-2002 (more information in documents), the objective of this initiative is to create a new space for dialogue between all the political forces.

The II Peace Conference meant great advances in international support, participation by society, methodology of dialogue, and brought about some initial drafts for consensus. However, it did not manage to convert these drafts into an explicit and public agreement. From what was achieved (and not achieved) in the last Peace Conference, Elkarri's commitment consists of completing the work begun in that process of unfinished dialogue.

This new attempt at inclusive dialogue will also be able to call on strong support from society, and high-level international accompaniment. The new Peace Conference process will take the previous experiences as a starting point and will be structured in the form of three projects that Elkarri is already working on:

1) An international forum. This Peace Conference will have considerable external input, which will take the form of an International Congress.

2) A political forum. Within the process a political dialogue will be promoted, without exclusions, for an agreement on principles, procedures, and commitments for peace.

3) A social, citizens' forum. Linking in with the political dialogue, a plural social forum will be set up to reach agreement on consensus scenarios. During this new Peace Conference, Elkarri will try to mobilise more than 100,000 exprexions of support for peace.
